As work on Portland’s so-called River Plan hits the stretch, city staffers and reporters rubbed shoulders this morning to clarify the somewhat convoluted and mystifying proposal.
It’s a complicated enough issue that, whenever I interview people about the River Plan, I gladly allow them to “start from the top.” Which, to me, is this: The River Plan refers to the sweeping set of Portland proposals designed to balance Willamette River protections with businesses’ needs to develop waterfront property.
