Take Action to Help Pass the Portland Clean Energy Fund Initiative

Fight Climate Change and Promote Social and Economic Equity in Portland. The PCEF ballot initiative would enact a 1% business license surcharge on the largest retail corporations in Portland, and put those funds towards community based projects that invest in energy efficiency, renewable energy, green job training and better housing for Portland's most vulnerable populations.

Cities all over the world are taking the lead on responding to climate change, but oftentimes the most impacted communities have been left out of the conversation, including low-income people and people of color. The Portland Clean Energy Fund (PCEF) is Portland’s opportunity to not only fight climate change and transition to renewable energy, but to do so in manner that directly supports racial and economic justice. From funding new rooftop solar, green infrastructure and energy efficiency projects to a robust job-training program for underserved communities, PCEF turns progressive grassroots values into tangible benefits for Portlanders and our climate. We're working with 150 local social and environmental justice groups to get PCEF on the ballot this November, including Asian Pacific Network of Oregon (APANO), National Association for the Advancement of Colored People (NAACP), Verde, 350PDX, Oregon Chapter of the Sierra Club, Physicians for Social Responsibility.

Who created it? 

PCEF is grounded in the local community, created by groups led by and working for the rights of our city’s people of color and low income households. Portland Audubon is excited to be working alongside community groups such as the Asian Pacific Network of Oregon (APANO), National Association for the Advancement of Colored People (NAACP), Verde, Native American Youth and Family Center (NAYA), 350PDX, Oregon Chapter of the Sierra Club, Physicians for Social Responsibility and others in this grassroots campaign (over 150 groups have endorsed).

Get Involved

Getting PCEF on the November ballot will only be possible with the help of a massive grassroots effort. Frontline based community groups have stepped up to craft this innovative policy, and now the broader community will need to step up to collect over 45,000 signatures in a very short timeframe. This will only be possible if YOU and others in our community volunteer to help collect signatures.

The coalition working on this initiative is currently seeking volunteers, financial support and endorsements. We have a tremendous amount of work between now and November to pass this important grassroots initiative. Please join us! 

Here's how you can help:

  1. If you are a registered voter in Portland, sign the initiative! Make plans to visit the Portland Audubon Nature Store or any of our events to add your name.
  2. Volunteer to gather signatures! Stop by one of our trainings to learn the basics, grab your PCEF kit, and hit the streets with us. Click here to view all training dates.
